When you fill out the background check application at a WY FFL dealer for a purchase, you'll be filling out your residence address which has to match your driver's license/ID information. If not a WY resident, then you've got restrictions on your purchases.

As a non resident for concealed carry, best to have your permit from your home state with reciprocity to WY ... oops, I see you're from CA, where that could be a problem getting a CC permit.

Wyoming is a 'constitutional carry' state, but for residents only. They also do not issue non-resident CCW permits. However, as a non-resident, you may open carry, (with the usual restrictions as to when and where). Your best bet is to obtain a non-resident CCW license from a state that issues them and that have reciprocity with Wyoming. I do know that CCW non-resident licenses from NV, AZ, UT, FL, and ID have reciprocity privileges with Wyoming. The easiest, and fastest, to obtain is from Arizona. It's stupid silly how fast they are. For all of them, you will need an approved training class or in the case of FL and AZ, a DD-214 issued under honorable conditions will suffice.
