we are looking at starting a building project in the powell/clark area and curious on when it is ok to start digging , since this area is sort of dry im assuming there isnt much frozen ground or am i wrong ? we would like to start end of april if at all possible .

Dry is a relative term. I'm in Cody - just down the road from Clark and Powell. If it's any indication, they can't dig in this area to bury fiber-optic cable until late May or so (by their estimation given last week), so I'm guessing it may be as difficult to dig for anything else til then.

alittle off topic from the ground thaw ....but fiber optics ? no way ? im kind of jelous , the town i live in here in PA is pretty big , and close to the capitol and we have yet to get fiber ... o well . maybe one day

but i might have to wait till summer to go forward .

You can dig a hole year round, it's pouring concrete that is problematic but that's why they have ground heaters and concrete blankets.

Trust me, you have a lot of fiber there. It may not come to your door but your cable company is likely running an HFC (hybrid fiber/coax) network and your phone company most likely is using a fiber backbone as well.
