Lotto tickets sell more in lower income areas. The well-to-do are less apt to play and when they do, spend a smaller percentage of their income on tickets. Lower income players play more often and spend a higher percentage of their income on tickets. You can call this a social penalty or tax. Odds are the winner won't be a Wyomingite, dollars are taken out of the local economy, fewer soft drinks and dining
sets sold locally. However, if I win, disregard the above social commentary.

Notice that at no time did I say I don't buy them.

Every quarter I have an appointment in Sturgis South Dakota at the VA. I pick up one ticket, good for 9 consecutive drawings, each time I go down there. So, what, $80 a year or so? Can't win if you don't play.

That's a fact. I have played the various lotteries for 20 yrs and spent I don't know how much. I can remember only 2 winning tickets, one for $2 and one for $5. Not a good return but who knows? Maybe the next one will be the one. I've also fished for 40 yrs and am still waiting for my first 10 lb trout (though I have a 9 lb bass to my record). Also played golf for 40 yrs and still no hole in one (did hit within a foot on a par 3).

Oh, I see the Mega Millions is up to $70M. Guess I'll head to the convenience store for a candy bar.

Here's the latest news from my local paper: Gov. Matt Mead announces 9-member lottery board - The Gillette News Record

"Analysts have projected that a lottery would gross about $25 million in Wyoming, netting about $6 million a year after expenses and prizes. Under this year’s state law, the first $6 million of proceeds will go to local governments and any additional proceeds would go to a public school foundation fund."

So what's that? Under $10 in profit per resident if all goes well? Guess that's more than the average resident will win, but it's chump change for government coffers.

Anybody besides me wonder how the analysts come up with that profit margin, and the state come up with that dollar amount to go to the School fund, and yet nobody had decided what kind of lottery's we are going to have? State wide, and how extensive, and Powerball. We don't know what the game is and yet they are attaching dollar amounts to laws. About par for the course.
