Not to be too rude to your neighbor, but if their cat is coming into your yard and collecting mice, that's not your problem. Tell them to keep their cat in their yard where it belongs.

If they are willing to call code enforcement on you, then next time when their cat is in your yard call animal control on them.

We are good friends. I have no way to know if they called or not. My grass was behind a fence. The two lots beside me, their tall grass and weeds was easy to see. The code enforcer may have gotten out of his car and looked around and maybe saw my back yard. Maybe no one complained, and he just through that in. He did say, if my yard was not cut in a week, it could be taken to court with fines up to $1000.

The front yard of the house next to me, have gotten a cut grass notice at least once and maybe 2 times. Maybe they just said, so as to defend their tall grass, that their's was no worse than my back yard, and that tipped the guy off to looking over my fence.
Mine will be done by Tuesday and it grows so slowly, that should be the end of it.

My number one issue was why can't the back 60% of my back yard, be totally surrounded by a 6 foot fence, and the weeds ignored. Since they could not be seen.

Then again, it may have been the cat owner.
The guy told me their office would not tell me who complained, if anyone.
