Up and coming San Diego hoods???

Most of these are close enough to downtown and some are served by transit, are somewhat segregated from most of the riff-raff (not so much Logan Heights) by canyon/topography or street design, are close to community services and amenities and generally have a good (enough) quality housing stock.
I think Logan with the new school being built will pick up some steam but probably won't all come together for another 10 to 15 years. Fairmont park Azalea and talmage are walkable and i can see it happening very soon
