The appropriate custom in most third world countries is for the postal workers to steal money in the mails, to supplement their meager wages. It might even be illegal to send cash in the mail, and it can be confiscated by the government, or get your friend in trouble. Just send a US $10 bill. They will know how to exchange it, probably at a better-than-official rate. Where would you get a TZS-10,000 note?

May be you can just send the gifts using parcel carriers like DHL.Because, as one user has posted above, money can be stolen from an anvelope as almost all post mail workers are uncivilized.
