I'm assuming that neither Tripoli or Benghazi are particularly lovely, especially now.
I like that these cities are French speaking Arab Muslim towns. I'm a Western Muslim who speaks French and I would like to one day live in a Muslim country and learn an Arabic dialect, I have a decent command of Classical Arabic and MSA, and can grasp a bit of Egyptian due to it's ubiquity in Arab media. The only other peaceful Arecibo speaking nation with a large Francophone population is Lebanon, but other factors make it less than ideal for me.
Looking at Marrakesh in Google Earth, it sure looks like an organized city with a large 'new' sector. Such a shame Google Street View isn't available yet for that city.
The city has some of the most beautiful riads anywhere. The area around Marakesh is also amazing with snow-capped mountain, mountain villages and the Sahara desert with its kasbahs( forts).
Egyptian dialect is quite different with maghrebian dialects in particular Morrocan dialect.
But learning MSA will help you anyway to understand some of the dialects more easily.
As for the "best city" i don't know, it depends what you like in a city.
