I have often wondered while driving I-65 either to the beach or from the beach; why are some on/off ramps lighted and some may also include nice landscaping while others are dark and devoid of landscaping.

Is the lighting and landscaping something that is paid for and maintained by local municipalities or are some exits/on-ramps more equal than others?

Some of the nicer or better lit areas that come to mind are the ramps at Hartselle, Cullman, Greenville, and Georgiana. I'm sure there are others but wonder why they are not all equally lit and landscaped.
