I am a native of NM and have been wanting to return, as I think Albq. is a much better city now than it was 30 years ago when I was there and I also have elderly family there to care for. I have more than 20 years experience in my field. Recently I was interviewed for a professional position there with one of the municipalities and was given very strong encouragement by the managers, especially after the second interview (which involved some $500 of travel expenses). After waiting for 5 weeks I was told they hired an internal candidate. Does anyone there hire there outside of the 'who you know' system? Needless to say I am very discouraged and probably won't move there after all, if that's how the game is played. Any opinions from others?

I would say that it helps a great deal to know someone, but it is quite possible to get a job without that help. It's unfortunate that you had to spend so much and wait so long, but it could be that they hired someone internally because they would know exactly what kind of employee they had because they had experience working with them. If I owned my own business, I would also try to fill positions with current employees as much as possible just because I think it is better that way, and of course I would hire on a new employee before giving a better position to a bad employee. My advice is to not give up and keep trying to get a job here if that is what you want.

If I had a business I would try and hire "an internal candidate"... That is the way I have observed it being done many times for 40 years or so...
