I think not as NM doesn't have a lot of high income earners. NM is a poor state. AZ, TX, and CO are larger metropolitan areas with better infrastructure, a more educated workforce, as well as a larger market.
Tucson isn't a high income city either, yet is getting an Amazon fulfillment center. Tucson is essentially Arizona's equivalent of Albuquerque.

The lack of a nearby fulfillment center is what hurts - they typically have to ship from Phoenix, Las Vegas, or Texas to meet that two-day Prime guarantee. With Albuquerque so isolated from many fulfillment centers, the Prime guarantee will be less reliable.

Amazon offers free weekend Prime delivery in areas where they can deliver within two days using the USPS or Amazon Logistics; other carriers charge extra to deliver on weekends except FedEx Home Delivery (Saturday only) and UPS Ground (Saturday only in select ZIP codes).
I've had many prime orders recently that didn't even ship for a few days. They say the "prime" is for two-day shipping, but they have been taking longer to even ship things recently. That indicates to me they are having growing pains, not able to keep up with getting things out of their fulflllment centers.
I'm still not convinced that ABQ could support a fulfillment center. Tucson is different IMO because it's on I-10 which is a major corridor between CA and TX. It can also use some of the infrastructure for the Phoenix facitilities. There isn't much on I-40 that ABQ could serve.

My point is that the Phoenix facilities are overloaded that we have to depend on the Inland Empire for a lot of our orders, leaving a shortage of local inventory that can be used for Same-Day or One-Day deliveries. Albuquerque is dependent on the Phoenix area facilities for a lot of orders, so that cuts into our local inventory.
Amazon makes a point of omitting New Mexico from all its plans. I think it might be a sore point with Bezos, who may look back on the years of his life he lived here with bad memories.
There are zero jobs available working for Amazon in NM. Zero. Very few other states can claim that distinction.
There may be some regulatory headache peculiar to NM they don't want to deal with. Our GRT on services is pretty weird.

As for the GRT, it's a terrible, horrible, very bad, no good tax.
I've had 178 prime order since 01/17/2017. 2 have come late.
It would be interesting to know which carriers were the late orders. I know Amazon runs routes from their Sortation Center in Phoenix to local post offices in Albuquerque for the USPS to deliver the last mile. It would be interesting to know if there any difference in reliability between USPS vs. UPS in the Albuquerque area for Amazon orders.
