That's a tough bracket for a traditional full-flavored Cabernet Sauvignon as I have found the sub-$20 range is typically lighter and less intense in style. Look for Decoy Cabernet Sauvignon which is a second label for Duckhorn Vineyards and routinely priced right at $20 (or slightly less). It has that full well rounded flavor most expect out of a Cabernet. https://www.decoywines.com/Wines/Cabernet-Sauvignon

Languedoc, France
Mendocino County, California
Central Coast of California (Carmel Valley, Paso Robles, Santa Lucia Highlands, Edna Valley, Santa Cruz Mountains)
Australia
South Africa
Greece
Under $20, my go-to for cab is Kenwood. When I'm feeling like a splurge I'll get a Grgic Hills Estate cab, still under $80.
