Oxymetazoline can cause rebound congestion and you can become reliant on the medication to relieve chronic congestion after 3 days. It all depends on whats causing the problem in the first place?
Sea salt is the strongest natural antibiotic known to man, and if a saline solution made with sea salt won't clear your nasal congestion, try turning on the hot water tap in the shower and close the bathroom door until you're airways clear. If that doesn't do it, I'd use a couple of squirts of Dristan, but only as a last resort.
