Which regions in Colombia qualifies as Caribbean ethnographically? I know Cartegena is one, but I've heard there are more.

If you mean African ancestry then it is the coastal areas of Colombia where the largest concentrations are including the Caribbean Sea (Cartagena, Barranquilla and the islands) and the Pacific Coastal region (Choco/Buena Ventura, etc.).

Colombia has the fourth largest African population in the Americas behind Brazil, the USA and Haiti.

Nice map. I've been to the southern part of the Andean highlands and the Caribbean lowlands. Colombia really packs in a diverse landscape in an area roughly the size of Texas.

I think you meant African-descendant population, because other than in the USA, there are very very few Africans in this hemisphere.
