2 inches of snow,sleet and ice did halt the city of atlanta and the metro area and other southern cities but this happening in atlanta isn't new it happened in 2009,2010 and 2011 its has been made a real big deal with the help of the media and social media. yes we are not used to snow even 2 inches and we get that duh. when you have people from up north or the midwest complaining about it how the city shuts down you could move back to where you came from where the city doesn't shut down its that simple and if everybody so economically gifted on what to do maybe you should run for office or get a job in the DOT
