They could do the same as around the Ted, pylon off a lane with a police presence before and after games

People would raise hell about that. At least at Turner Field; Pulliam St SW, RDA under the freeway, Pollard Blvd SW, and 1 lane of Capital was restricted to bus use only to speed up the shuttle. https://www.google.com/maps/@33.7400...1996,17z?hl=en
In Cumberland, I do not see them having enough alternative routes to close lanes for bus use only.

They could do it on the Cumberland Blvd/Windy Ring loop with little hassle, but its just conjecture at this point.

Windy Ridge will be having a pedestrian plaza installed over the freeway, Interstate North Pkwy will go on a road diet so a multiuse trail can be installed, and Cumberland Blvd is only 2 lanes in each direction. Closing a lane to bus only will result in public pressure to keep lanes open for private vehicles.

If MARTA built a line to the front door of the new stadium only a tiny fraction of the fans would take it.

Just as is the case now.

Just as is the case now.
That's not the case now. MARTA has never had a line going to the front door of Turner Field. if they did, far more people would use MARTA to get there, just as they do for Philips and the Dome, which do have front door MARTA lines.
