I know that Cobb County has a good storm/tornado warning siren system in place, and that the City of Smyrna has its own, but I seem to remember that some counties in the metro don't have any.

Which counties in the metro area don't have them?

Douglas doesn't, I don't remember ever hearing any in COA, and I'm beginning to think Dekalb doesn't either.

Douglas does have them. I was at my grandmother's place back when those tornadoes came through the city, and I remember hearing them coming from somewhere very near by from their house out there.

I've heard them tested in CoA before.

DeKalb doesn't. I haven't seen a single siren in this county since I moved here in 2004. Of course, I'm not so sure depending on sirens as your sole means of getting a warning is a good idea either, especially at night when you're sleeping inside your house.

I CAN hear my smartphone go off, as well as my loud as hell weather radio.
True, smartphones have changed the game a little. I like the new spoken word alerts from some apps.

The siren in Mableton near me is loud enough to wake me up with earplugs in while I'm sleeping with windows closed, but I tend to be a light sleeper.

The siren are made to notify people who are outside, Parks, Schools (Playground/Fields) etc,

Apps, Weather Radio are what is suggested for indoor use.

For who has/does not have I would suggest GEMA, They probably have a list of where they are, and you can figure out where they are not.
