Who in their right mind is going to let someone else photograph their driver's license?

I wouldn't do this even if I knew I was 100% not at fault.

Another great move by APD that impacts everyone. Because in the end, insurance companies are going to bear the cost... and guess whose premiums they will raise to cover it? That's right... everyone's!

Lesson: if you get into a car accident, tell the police you've been injured.

Hit and runs are going to be very common with this ‘rule’ in place.

I read somewhere around the time the fast food place burned down there were no police in a few of the half dozen parts of the city the police divide up. Also, other police departments near Atlanta wouldn't go there unless there was an officer down. Was that true?

It’s going to make people flee more often than they already do. Both scenarios can exist. Just like how the blu flu caused a surge in violent crime. People will try to get away with it more often.

If someone was going to flee anyway then this new rule really didn't matter because cops typically took an 30 min to hour to show up anyway. If someone tries to leave a scene without exchanging info get the tag and call 911 for a hit-and-run.
