Hello, I'm moving to downtown Atlanta next year from Los Angeles, my question is this, what is the ad valorem tax?

CA has vehicle license fees that are paid annually on the vehicle registration. The amounts may be slightly lower or higher, but it's very similar. MA (where I lived) has the "excise tax" based on the value of the car. Most states have similar taxes.

All the ad valorem tax (latin for "according to value") consists of is a tax based on the value of the vehicle. It's a property tax for your car. Georgia registrations are relatively inexpensive, so they get the tax money out of you with the ad valorem.
