Most all cities have a "red light" district, or at the very least an area where "less desirable" businesses and individuals are allowed to operate. If not by design, then by necessity. This is one of the major failures of "urban renewal" through the years: We don't really get rid of any problems, we just move them around from place to place. When one rundown area become desirable and improves, you can be sure another formally "nice" area replaces it. This happens time and again, decade after decade, city after city.

Gordon Highway reminds me a lot of Savannah's West Bay Street. It's an ugly gateway into the city with tons of potential but tons of unique challenges too. Fixing it isn't so simple. And if you do fix it, what part of the city are you willing to sacrifice?

Just look at what's happened to some of Atlanta's suburbs as the city bulldozed all the projects.
