50k in Austin or 50k in Los Angeles...what will take me further in which city? Has the CoL in Austin risen significantly to be close to LA or would I still be better off in Austin on a large margin compared to Los Angeles?

There are a few posts on this subject as well, if you want to review them, but the calculators provide a lot more information that is less subjective then you will find from peoples personal experiences.

Both places should be more expensive than Phillie, though.

As long as you are actually comparing Los Angeles county to the city of Austin, then Austin definitely has a lower cost of living (mainly in housing). If you are a person that considers Riverside to be "Los Angeles" and you're comparing that to the city of Austin, then the difference isn't as significant as you might think.
