Because they don't have someone who's able to do it, or it costs them too much to go through the process? Or maybe they don't qualify for some reason (too small perhaps). It is strange that this is a field that is difficult to staff but they do nothing to facilitate overseas recruitment.

It does look like a tedious process

And after all that it only lasts for 12 months and then the employer has to fork out for a renewal, looks like a nice little earner for the NZ government
though I suppose it's all tax deductible.
