Probably still Melbourne, but Sydney has made up a lot of ground in the last decade or so.
Most of the soapies and other shows used to be done in Melbourne, Sydney now has more.
In saying that, Australia makes very few shows or movies anymore, compared to 20 or more years ago.
Melbourne would have probably produced more actors that have found success internationally as well.

Top animation studios like Animal Logic (Happy Feet 1, Legend of the Guardians, LEGO the movie) and Dr. D (Happy Feet 2) are based in Sydney. Fox Studios in Sydney's Moore Park has also played host to numerous film productions - The Matrix films, Dark City, The Great Gatsby, Wolverine, Superman Returns and many more.

Post houses Fuel and Monkeyhut are both based in Sydney, while Iloura is present in both Sydney and Melbourne."
"There are almost 200 movies listed in the IMDb as having been shot in Sydney"
"There are around 300 movies listed in the Internet Movie Database as having been shot in Melbourne"
What i found out which is no surprise is that Sydney is where most big budget movies are made "Matrix" " The Great Gadsby" " Mission Impossible 2".... Also is the hub for tv and tv commercials.
