What if you don't register nor insure it? Could you be fined for that?
Then why would you buy it unless you're using it for parts? And to be safe (as in not being charged with auto theft or receiving stolen property) you should really be able to establish a chain of custody/ownership.
There are several red flags waving here unless the car is a 1920 Model T or something.
You will be considered driving a stolen property. YOUR duty will be to prove to COPS/JUDGE you are not the baddie.
Now, if you legally purchased that car from a legit seller, say - car auction, they do that kind of stuff - you can take it to state patrol along with all the paperwork, they will check stolen vehicles database, and issue you temporary title. You can use that car then for 3 years, then you apply for permanent ownership title.
They will VIN it for you same time.
How do I know? I bought a trailer from a guy who had no title, home made thing. I did not even know I had to ask for title from him. Showed up at SP, and learned all that good stuff.

Well such a car could not be driven anywhere legally.
So if you drive it anywhere at all, hell yes you will be (and should be) fined.
From your other posts it seems you are looking for the cheapest possible car to buy & drive, and you are not capable of repairing your own vehicles? So, no. It cannot legally be driven, and you can't sell the carcass for scrap value if you're using it for a parts car, so why is it even a consideration?
