I think you'd get a lot more bang for your buck if you were looking at 2008 Jeep Grand Cherokees. They've got an updated interior and better engines, and would probably be cheaper for less mileage too.
I know the 4Runner is a popular vehicle, but paying that much for one that doesn't even have leather seating doesn't seem like a good deal at all. In fact, you could probably get a 2011+ (latest generation Jeep) for that price.

$17,500 for that? No thanks. Rust, tires, dirty interior, and doesn't even have leather. There are better options out there.
