Given that it's Costco, no that does not surprise me, since they have a very liberal return policy. I would think that you would need to return in a reasonable amount of time/mileage, but would verify at the time of purchase just to be sure.

Until about a year ago (maybe a bit longer) they would take back broken electronics at full price regardless of when you bought them. So people would bring back 5 year old CRT televisions and get brand new LCD flat panels. Doesn't surprise me they let tires be returned, I gotta get a costco membership.
I know a guy that return a set of wal-mart tires because he didn't like how they rroade. he said they took them no questions asked.Costco may do the same.
Costco will take just about anything back that they sell, and I don't think that they would resell tires as new. They're too huge for that, and since Michelin runs the tire centers at Costco, I bet they absorb them as a cost of business, and resell them on the used market, or just recycle them.

I had new Costco tires and hit a curb hard, the tire was damaged and flat. He said, "bring the tire over and we'll give you a new one". I was really surprised he replaced it considering I was at fault. He changed it no charge.
I called two different costco's to ask if I could return tires. One refused outright (in a polite enough manner, stating that they would lose money from Michelin if they did so). Interestingly, this manager didn't say that it would be against store policy to accept a return, he only said that they would lose money from michelin by doing so. I thought that was pretty sneaky of him.
The second costco said that they would accept a return on the tires, but that they could not refund the labor charge for the original installation. This sounds fair, both in letter and spirit.
Honestly, I've never heard of anyone returning tires as a matter of personal discretion and preference (as opposed to damage or defects), but if costco's policy is a 100% cash back guarantee (on all items excepting a few exempt items, and tires are not on this list) shouldn't they honor that policy?

One minor complaint: when I first came in to have the tires inspected, the mech said that two of the tires were down to their wear bars and needed to be replaced immediately. When I looked, yes, the tires were almost down to the wear bars, but weren't there yet, so a bit of exaggeration.
I won't say I'm unhappy with costco tires, as they have not exactly flat out lied, but they "shade the truth" to their advantage, and it's leaving me somewhat frustrated dealing with them.
