I need a yacht, but I don't think I could sell one of my cars to get the cash for it.
My point... the value of one has nothing to do with the value of the other!!
It does to the seller. He's basically saying "I wasn't planning to sell this, but I found something I would rather have for $1500 so if I can get that much I'll let it go."
You can try to rationalize until you're blue in the face, at the end of the day the guy holding the title gets to make the rules.
Owner still said firm at 1500 and that he needs 1500 for a tractor that he is trying to get.

Who cares what HE wants.
That nonrunning truck for me wouldn't be worth more than $4-500 IF I was looking to do a resto or needed a cheap beater. It looks to be a 2wd also. If all the truck needed was a $400 pump as a seller I would fix it and then ask 2500.
Unfortunately lots of sellers today are unscrupulous and wil say anything to get it sold knowing you can't go back on it.
I think you're buying a huge headache. People think having a 7.3 diesel commands 2x the value. That old 7.3 is gonna need a LOT of work. Simply by looking at the overall shape it looks like it was a ride hard and put away wet.
Save your money and buy something else.

I wouldn't give him anything. People can say what they think is broken, but it might be a lie and there might be more wrong. Also, a 1988 with only 90k? BS.

Something just doesn't add up. Why wouldn't the seller just buy the injector pump, get the truck running and then sell it for 2500 or something? A running vehicle will sell a lot faster than a non-running vehicle. Chances are, he has already thrown money at it and the problem did not resolve itself so he is cutting his losses. 1500 will probably get him his money back which is why he refuses to go any lower. I don't buy the whole tractor bit.

Question of who wants to deal. If OP has to have it then pay asking price and move on. If you're willing to walk you ALWAYS have leverage.
If you want to find out if he is actually telling the truth, offer him $1,900 for it running right with pump replaced and ready to drive home.
