When a turbo isn't spinning, does air still pass through the turbo to get into the engine or does air go directly into the engine after passing through the air filter?

there is plenty of clearance for air to get by the impeller and into the intake tract. that said however, when the engine is running, even at idle, the turbo is spinning due to the exhaust gases pushing on the turbine wheel. at that point the compressor wheel isnt spinning fast enough to create boost pressure though.

Don't confuse a 'turbo'-charger with a 'super'-charger.

A super-charger is spun as fast is desired by some kind of motor.

A turbo-charger is spun by the exhaust gasses blowing past impellers, which are connected by a shaft to the impellers that compress the intake gasses. It may have a waste-gate that allows some intake to bypass the impellers when the boost isn't needed as much, but the shaft will be spinning anytime the engine is on.

As has been said, if the engine is running, the turbo is spinning.

The older-style turbochargers had wastegates, and mechanics still refer to the "wastegate" on turbos that actually do not have them. The current technology is the variable-geometry turbo (VGT) or variable nozzle turbo (VNT). The turbo runs at a constant speed (up to 100,000 RPM), but the vanes open or close to provide more or less boost as required.

What do you mean? If the engine is running the turbo is spinning. It may not be spooled up but it's spinning. The only way it's not spinning is if the engine is not running

I did not understand the difference between spooled up and spinning -- I believed they were the same thing until just a few days ago.
