I believe in some (most? almost all?) jurisdictions flashing your lights to warn other motorists of a patrol car ahead is illegal. With that information, if you have to pick only one of these choices, do you consider people who do this as good samaritans or obstructions of justice, and why?

I've done it before. Except for a few pious sanctimonious types here, we all speed. I'll give a warning, just as I appreciate a warning.

Obeying the law makes you sanctimonious.

Ok. Lol.

Given and received. Both for the hidden car as well as to warn of an accident or other road obstruction. It is just a courteous thing to do. If the man can hide; I can warn. Fair is fair.

Actually, in numerous court cases the right to flash your lights has been upheld as free speech.

It's legal in Florida, Minnesota, Missouri, New Jersey, New York, Ohio, Oregon, Pennsylvania, Tennesse, and Virginia.

It's illegal in Arizona, California, Illinois, Louisiana, Maryland, Michigan, and North Dakota.

It's not technically illegal in Alaska or Massachusets, but it can be used as probable cause to stop you. In Washington state, it's illegal to flash your lights if you have another vehicle 300 feet or less in front of you, if not, it's legal to briefly flash your high beams at oncoming traffic.

Well I don’t speed so it doesn’t help me out.

i notice in the last ten years, the new generation has no idea what flashing headlights mean, so the hell with them, they deserve the ticket

Well, they have two bullets on their belt:
1. Waze
2. Valentine radar detector (that does nothing for LIDARs)

Ok, otherwise.
I come from a country where warning other motorists about speed traps was a matter of road honor. So it's cultural.

I stopped warning though years ago. I don't speed, I have Waze, don't matter to me. But I do warn about road hazards. Accidents ahead, ice patches. Even if they don't "know what the hell it means" couple of very quick high beam bursts at least distracts them from texting on cell phones....
