You're correct that it has increased in recent months. Do you live in 85007? Around Bethany Home and 7th Ave? I live in Central Phoenix not too far from Sky Harbor.
Here is the reason for your increased noise: Departure procedures changed in September (and noise complaints nearly quadrupled). Most of the complaints are from north of Van Buren and west of Central, but because there are turns involved, it could affect other areas because the altitude at which all north and east flights (the flights that are affected by new procedures) turn when taking off west, changed. The Phoenix City Council is already on it and the FAA is considering mitigation strategies. (Sky Harbor fields noise complaints, but they don't get to change standard arrival or departure procedures.)
Previously, departing north or east traffic taking off to the west on Runways 25L, 25R, or 26, had to fly west 9 miles, then begin turns north and back east. Now the new procedures have planes turning north at around 1600 feet, which is roughly three miles from the airport (think of planes turning right at Grand Ave.). This has made a huge difference to some of the historic neighborhoods in Central Phoenix and to residents of Glendale (apparently). Some residents of Scottsdale have noticed, but I don't know why. It could be simply that departing traffic is lower in altitude by the time aircraft have completed their turns back east over Squaw Peak and North Mountain.
The reason it's on intervals is probably simply because that's how the flights are spaced taking off based on where they are going. Also, at some times of day there are much more east or west departures, so you'd notice this more at certain times of the day.
Maybe this should be relocated to the Phoenix forum? It might get more attention and might attract some other people who have noticed, but not complained. Sky Harbor has a complaint line, or you can complain directly to the FAA, if I'm not mistaken.
All aircraft within a certain distance from sky harbor must be in radio contact with Phx Approach, and all aircraft within 30 NM, must be equipped with at least a mode C transponder that encodes the pressure altitude the plane is flying at as well as a air traffic controller assigned 4 digit number. You did not say where you were in the valley, but Phx is one of the largest training bases for student pilots in the US, There are students from China, England, Germany, Japan, and many other countries flying around the valley every day. Every time you see a training plane, that one plane is responsible for 3 or more full time jobs in the valley. All planes fly at a set altitude while in the traffic pattern, 1000ft above ground level, unless they are landing or taking off.
if you don't like planes flying over your home, you should not have moved near a airport, and there have been no new airports built in the valley since the mid 1980s, the last being the Glendale airport.
