I really don't know, have they? I'll let someone else respond who has more knowledge of who influences local politics than I do.

Now that I have thought about it, maybe it would be a good thing if they had more influence in Baltimore City politics. One of my many beefs with the Baltimore City government is that it does not do enough for the homeless and downtrodden populations of Baltimore. Since the men mentioned above are men of God, maybe if they had more influence, the crooked politicians would do more for the people who need help.

Middle class Blacks are leaving many places looking for what is perceived as greener pasture, as being better places to live. I would suspect Baltimore is no different.
