You can if you want, but I suspect you will become quickly frustrated, quickly earn more enemies than friends and quickly burn out. If you want to make substantive changes, that will take a long time. You would have to plan on a political marathon and not a sprint. And build solid allies who aren't afraid to buck the current trend in Baltimore.
