Do I contact the Department of Licensing, Labor, and Regulation? Anyone know anything about this? I guess it's a license to operate/own a liquor store.

Liquor licenses are issued by the Liquor Board in the jurisdiction (Baltimore City or any of the counties) where the business is located. Each jurisdiction has its own rules. In some areas, only a limited number of licenses are issued so you must find a current licensee who is selling his or her business along with the liquor license, and they can be pricey. The Liquor Board must approve the transfer of the license to you, and there are restrictions as to whom may be issued a license. If you wish to operate in a different location within the county from the location where the license was originally issued, you must petition the county to allow you to transfer the license to your location.

There are different types of liquor licenses as well - some only allow off-premise sales, some limit sales to only beer and wine, some are 7 day licenses, etc.

Yes, contact the county you wish to acquire the license in, they will explain what you need to do. I know Allegany County has a limited number of available licenses, many different classes of license, and a liquor board accused in the last year of corruption that lead to the resignation of the board's chairman. Hopefully your county will be easier to deal with.

From experience, I know that acquiring a new liquor license in Baltimore City can be very difficult, as few new licenses are issued. Unless you are part of a large hospitality industry operation (national chain, hotel bar/restaurant, full-service restaurant that employs/seats a large number, etc.) or are buying an existing license, it is unlikely you will acquire one legitimately.
Unfortunately, the easiest way to resolve any liquor licensing issues is to simply bribe a member of the City Liquor Board. I'm serious. This is a time-honored tradition in the City, and fortunately all the members I've met are corrupt, and most are notorious drunks to boot.
