There's constant drama in the NFL about who's going to move to LA, the NHL is reportedly going to expand to 34 teams in 2017, and there's a popular thread in the baseball forum about expanding to 32 teams. What about the NBA? What if the NBA were to expand to 32 teams? I think Seattle's the most popular choice. Who's your next city? If Seattle's not in the mix, who are your two cities?
I would say Seattle and Kansas City, before Las Vegas. Both western teams, I would think that would make Memphis the first team to move to the Eastern Conference.
I think the NBA would move a team to Seattle (who is another question for another thread) before they create an expansion team for Seattle.
I was up for Sacramento moving, but I guess they did enough to secure themselves? I think relocating would be smarter, too. Although I said Kansas City I still don't think there's a legitimate #2 city for an NBA expansion team.

They aren't getting rid of the conferences and divisions.
With the league's talent level spread so thin already, you should be asking which teams should be contracted instead.
Two NBA franchises just scored the fewest points in a quarter since the shot clock was introduced in 1954. It's embarrassing when a team manages only 15 points in a 12-minute quarter. When two teams playing on the same floor COMBINE to score that many in an NBA quarter, you have to question how good the product is. Answer: It's not good.

its not happening. I do think the NBA should have moved the Hornets or Grizzles to Kansas City and the Sonics leaving is tragic.

The Hornets? They are a pretty successful show in Charlotte and I don't see them moving anytime soon.
