I don't get this? I thought Boise was Smoky, Dusty and many Inversions? I live in Las Vegas where in my opinion the air quality is horrible! And dust is a serious issue here.

The way I read this... your "worst" air quality cities just have more days with poor air quality overall (sort of a flatish line on a graph) whereas places that maybe should be on the list, but aren't - like Boise and SLC - have a number of great air quality days, and then a few weeks of extremely poor air quality days in the summer and winter (a high/low line on a graph).
Generally in the spring (March-May) and fall (Sept-Nov) we'll have really good air quality. The winds blow the junk out. The air gets somewhat stagnant and stale in the hot summers, and you can see the haze hanging around. Of course, if and when the smoke comes in, that adds to a poor air quality over the summer months. The winters are, in my opinion, the worst time for air quality, with the inversion factor that comes up Dec-late Jan.
