please help me with the name of a Children's Book . (author, purchase)

Hope someone out there can help me. I am trying to purchase a book I read years ago. It was about Old Man winter not wanting to leave town and let go. "Spring " rolled into town with two children "Daff" and "Dill" to help him on his way. He was supposed to go to Argentina for their winter.

Any memories of this children's book...Title...Author?
