Where is the best free location to watch the Shuttle Launch on 4/18?

Shuttle has been retired. Do you mean a rocket launch. If you drive along 528 from Port Canaveral, the west bound lanes you will see some dirt parking areas. This is less than a half mile from where you get on 528. Park the car and walk towards the water. Not too crowded and great view.

Basically , you can see the launch from anywhere in the county. This one is scheduled for 11:11 AM and only has a 30 minute window to launch. You can see a launch once it is high enouh even grom the Disney Parks in Orlando.

If you are in Titusville, one of the best places is still Space View Park. Anywhere along the river though is a good view. I can't think of the name of the park across from El Leoncito restaurant on US1 but it is pretty much right across the river from the BAB building and the parking lot of the restaurant is an escellent spot to watch from too. They have great lunch menu too.

Nicol Park on US1 in the Port St. John area is a good spot to watch from too.

Head to the beach. Cocoa Beach Pier is a good spot and then spend time enjoying the beach and pier. There is a parking charge there though; but Lori Wilson park is free and you can get a great view from there too.

The best shot of course is from property because you can see the ignition and rise above the gantry.
