The wording is a bit ambiguous as to whether or not that funding would go to building a new bridge or maintaining an old one, but given that there's a picture of an already-existing Seaway Int'l Bridge (which is in Massena btw, far away from WNY), I assume it's for repair as opposed to adding a twin span or something.
