I just got it this month and did not have to pay electric bill. I did little research on it on the internet. But I don't understand how this helps cut emission of pollutants or reduce electric usage when you get same amount of credit regardless of how much you use.

Had anybody noticed on their last electric bill and got curious about it?

Well, I noticed it.

My take is they raised our monthly rates a few dollars each month, and then every six months will give some but not all of the increase back to us and make us excited to get it.

Very briefly, Cap and Trade essentially taxes GHG emissions, which makes everything that pollutes more expensive. They were worried about increases in electricity rates, however, so they're essentially rebating the average increased cost. Nice thing (for someone like me, anyway) is that it's a flat rate, so even if you use less than the average amount, you can come out ahead. I actually get my juice from SMUD, who isn't doing the whole rebate thing, but I have nothing to complain about from them.
