This early, there are almost no other political ad's yet.
It's got to be the teachers union, their the most powerful and richest union on the planet. With 39 million in Calif. there are lots and lots of teachers, all forced to have some of their pay going to the teachers union.

And there's so many teachers because there's so many Mexicans. Right?

Here's the list of where California's largest political contributions are coming from for the 2016 election cycle from Opensecrets, a reliable, non-partisan source.

https://www.opensecrets.org/states/donors.php?state=CA

You can look up any individual, PAC, association or corporation on OpenSource.org and find out who they are giving money to. You can also see where every candidate's donations are coming from on OpenSource. And, you can also see who is funding lobbying efforts and PACs. It's very instructive and informative.

Why would the Teachers Union be running ad's about a tax on tobacco?

Basically all tax revenue goes into the general fund aand ... 50% is to be spent on schools, so any tax increase at the State level is of benefit to the Teachers Union, one way or another.

Revenue from this Prop is actually excluded from the Prop 98 requirements:
[list][*]Allocates revenues primarily to increase funding for existing healthcare programs; also for tobacco use prevention/control programs, tobacco-related disease research and law enforcement, University of California physician training, dental disease prevention programs, and administration. Excludes these revenues from Proposition 98 funding requirements.

What happens is they put the new money in the account and take other sourced money out and use it for another project, etc. Kinda like they do with the HWY taxes that are supposed to be used for roads, bridges etc and .... well it goes in the general fund.
