AFAIK there is no must-see maple festival anywhere in Quebec. But there are sugar shacks (cabane à sucre) all over the place that offer their own experience which can be festival-like in some cases.
Zoisite was right about the core period of the year. It can also spill over into February and April.
And of course there is Sucrerie de la Montagne in Rigaud just west of Montreal that offers the experience all year.
