I voted yes because it seems people continue to flock to Toronto. There's really only two cities worth moving to in Canada. Toronto and Vancouver. Though Vancouver has nice beaches, wilderness and is on the pacific, Toronto has everything else. Though the infrastructure sucks, there is still more opportunity in Toronto. Plus the weather isn't as gloomy as Vancouver.
One thing is for sure though. If Toronto continues to build up, its going to have to change its 'small city mentality'. By that, I mean Toronto seems as though its a city of a hundred thousand, not 2 million. Needs better roads/expressways. Right now, its already over populated for what it is.

This is a ridiculous statement about a such a huge country with tremendous diversity.
That being said, Toronto will almost certainly be the largest city in Canada for the lifetime of anyone reading this, and likely beyond that. There is no way Montreal or Vancouver or Calgary are going to overtake Toronto.
I don't think Montreal will ever be the new Toronto because it's a city that requires you to speak french and if those immigrants are already having trouble speaking english I don't think they will flock to Montreal to try to learn french. Also was Toronto the biggest city in Canada 50 years ago?yea so it will stay like that. Its like saying NYC won't be the biggest city in America in 50 years, kinda a stupid question

Montreal is actually more like the "old" Toronto. Montreal was the biggest city in Canada until the middle of the 1970s. Toronto had been gaining on Montreal since the 1950s and then in the 1970s language and political issues in Montreal were quite intense and Toronto took the lead and never looked back.
There is a table on this page that shows how close they were in the middle of the 20th century, and how Toronto eventually came to lead by a wide margin:
