Check out T-Mobile. If you're credit is good then they'll let you buy their phones at $0 down and pay monthly installments on them.

Check out Consumer Cellular which has a very low monthly cost. Just Google them for their internet site. I don't know if they have coverage in the OP's location though.

nothings free you pay for the phone one way or the other weather it's locked into a contract or if you make monthly payments to the carrier for it earthier way they get there money back wich is only fair. the free phone or that one penny phone might cost the carrier 200 bucks for the phone. and when you go under a contract they pay most of the cost of the phone upfront and you pay a subsidy of that phone when you sighn up for service and then when you pay your bill every month then they take xxx amount of your bill every month to recoup the cost of the phone until it's paid off. I know that you don't have an income but id'e rather buy my phone upfront and get a lower bill in the end that's just me though
