Is this a good thing? Unemployment notice (Charlotte: employment, budget)

I was looking on the site for unemployment for my aunt (got laid off ) and saw this announcement on it:

Please be advised that due to the recent decline in the North Carolina Unemployment Rate, the state no longer meets the Federal and State requirements of the Extended Benefits Program. In accordance with Federal and State law, the Employment Security Commission cannot pay any Extended Benefit claims for weeks later than April 16, 2011.

So we are finally, FINALLY on the rebound?

My unemployment ran out last year(from another state) and I am wondering since it ran out do they still consider me unemployed?

Do you mean if you are considered part of the NC unemployment rate? Nope.

I don't know anything about economics, but my personal opinion is that offering almost two years of unemployment benefits is a huge burden on already stretched government budgets. I know several people who have stayed on unemployment rather than get a job out of their field; a practice for which I have little respect.

I think this is a big reason why the unemployment number is falling. Lots of unemployed receiving no benefits.

It may be a burden but its peanuts compared to the national deficit of 14 trillion. I wonder how long it will take us to reach a deficit of 20 trillion?

But it isn't falling as people that collected unemployment in other states aren't "counted" as part of NC unemployment.

People that get unemployed in NC are what makes up that number.

At least that is my understanding.
