People down the street from us have erected this swimming pool in front of their house. They said the dogs are behind the house. I read stories about parades in the burbs and how owners were upset with parade watchers setting up shop on the parkway. The area between sidewalk and curb is the responsibility of the owner, but it actually does not belong to the owner. How does this affect a situation like this?

As for your question, I have no idea. The city maintains the tree on the parkway in front of my house but I have to cut the grass around it. Go figure, right? You can call the city and complain but I doubt much is going to happen considering its hot as hell outside and these people probably have no/non-adequate ac in the house.

This went up last week and it's been up 24/7 since then. This is not a flimsy pool. It has tubes running to and from it and I think it may even be filtered. I am in the next block. It is not as much of an eyesore to me as it is to my wife's friend who lives across the street from it. I am not going to call the cops on a 100 degree day, but I'd lay good odds that this will still be there next week when it's back to low 70s. Does this violate anything other than common decency?

I would say it creates a public hazard at the least. If it's left unmonitored and another child in the neighborhood sees it and enters, he/she could easily drown.

I was going to say it's no worse than some of the hideous gardens I see which are full of gnomes and other kitschy junk, but the safety issue is actually a good point.

I'd put it this way, if a kid does get hurt, those folks are definitely on the hook. Why not just put it in the yard like everyone else? I've got mine there right now...

Chicago's Municipal Code is also online. What I would do is read it, and find all the violations for it. Then call 311 and let them know. From their the City's version of Building or Code Enforcement should then look into it. Again I'd stress the public safety aspect of it, that it creates an "attractive nuisance". Much like how you can't throw away a refrigerator without taking off the door, etc. This is a hazard on City property, they should respond.

Off course there's always the steak knife to the pool side option if all else fails... I kid I kid
