No, but $850 or $900 on the otherhand could get you one, well, it probably won't be nice but you can get a safe vintage 2 bedroom for $900.

Actually at Northwestern downtown, you can park all year for just 400 bucks (a year!) as a student

Are you driving and risking getting killed in a car accident like tens of thousands of people a year in the United States versus the small fraction murdered on public transportation? There are two sides of every argument.

Lets actually help this person instead of arguing about public transportation. Check out the main stays like Lincoln Park and Lakeview. You can find small studios there. Also many parts of Logan Square are becoming trendy with hippy/hipster/artists types. Little further away but still pretty fun for young people.

Uh, well, since colleges are pretty much starting classes now, I would hope that all these decisions have been made already. Also, two bedroom apartments are plenty affordable for roommates. UChicago students in Hyde Park do this all the time, and it ends up being considerably cheaper than university room and board.
