God commanded that man be fruitful and populate the world but man wanted to stay in one place and challenge God so God accepted their challenge and beat their selfish desires. God has His own plan and man has his own plan only thing is God is in charge not man.

Did God not give man dominion?
If so, God lost all rights to tell man what to do.
If he did not IYO, then the Bible lies.
There are usually some moral reason given for God acting against mankind.
I cannot dither out any good moral reason for Babel.

Mankind thought they could build a tower high enough to reach God in Heaven. God is Spirit and dies not dwell in a material place. It was their organization to one foolish task with the help of a unified of language that got them into trouble. All believing the same thing and encouraging one another with the same lie as it is today. More and more the languages of the earth are migrating back together again as one and full of lies. Their talk was nothing but babel as it is today hence the tower was called by God, The Tower of Babel.
You find God only within the heart. If the heart is evil then God has the remedy of atonement in the Gospel, which means Good News in the English language. Atonement comes if we ask the Son to forgive us our sins and are willing to turn from them. The Son is the Father's Representative sent to earth to renew the heart and thus enable man to make contact with Him Spirit, by the Holy Spirit, not by building a Tower nor any other thing. He came to show the only Truth about God; He is Holy and without Holiness, no man can "see" the Lord. He is well able to make you Holy. Holiness is a heart that is able to move forward by His Power, so as to know God more uprightly, even though you will fall short of the standard. His mercy is renewed every morning to encourage the forward move in developing His character by His Spirit.
Trying to find God in the many different ways of babel that man invents, is why mankind is in trouble today. Jesus said, "I am the Way, the Truth, and the Life and no man comes to the Father except through Me." and why would it not be one way? He is the only True God with only one character, not many different ones and ways. Who could put their trust in such a god?
God confused their language so they would stop their fruitless efforts and learn to rely on Him through Faith.
The pride of man is an abomination to Yahua our Elohim, and so is the pride in our advancement with technological things. There's nothing wrong with being creative, but when you look at your phone in awe and wonder, you are greatly offending Yahua Elohim. We must only marvel at Him. This is why He destroyed it.
This will also happen in the last days. In Daniel, the angel tells daniel that one of the signs will be an explosion of knowledge and men will be rapidly traveling throughout the earth. In just 100 years we went from horseback, to space travel. This is it.

The whole story whether true or parable was a story that give the example that control that rejects the True God and His rejection of control of men to reign without God is judged and scattered....... See Nimrod son of Cush, who father was Ham who went thorough the Flood with Noah , was a line of families thorough Ham that Noah cursed and who were rejected by the Israelits years later.......See Nimrod had this kingdom in Babel, were the Lord Judged.... Said in Genesis 11: 4.... ``Let us go and build a city and a tower whose top may reach to Heaven an let us make a name lest we be scattered abroad the face of the whole earth`` and the Lord came down and confound the language and scattered the people........ See it says ``make a name ``..you can see that he Lord name was not included , but this sin was the same sin that got lucifer cursed and rejected ... was the take the error of being God and taking control rejecting the Lord ......

You are right and wrong. Man has dominion over earth but is still accountable to God.
God has lost no rights to anything for He is the creator of all.
The Bible never lies but mans interpretations of it does.
so that no one person could take over the earth.at least not then,at that time.
