Ps. 137:8-9 are a PROPHECY against Babylon. "O daughter of Babylon WHO ART TO BE DESTROYED,..."
This prophecy has been fulfilled. The Psalmist addresses his attention to the fall of Babylon, and then pronounces a blessing upon the ones who will bring this to fruition .
V's 7-8 before it prays for vengeance on the children of Edom who rejoiced in the fall of Jerusalem and demanded it to be completely destroyed, even to the foundation.

Wow you know I was reading about revenge I also like when Jesus taljs about the person tempting a new Christian. He says it would be better to put a stone around his neck and be thrown into the sea. My ex would give me drugs on purpose knowing I had a drug problem, this one man almost totally ruinedy life. Thank God I returned to the Lord and now I must let go of all anger towards gin so God can do His own thing and that isn't easy. I am still suffering for the wrong I did and rightfully so, but boy what this guy did!

You might want to compare Isaiah 13 vs 14-19. The magnitude of that prophecy came true against Babylon.
So, the expression dashing of children of Psalm 137 v 9 is in connection to the family line or family name being wiped out.
By mentioning the children or little ones would mean No more descendants from those mocking God.
