It means to me that God is everywhere. There is no place where He is isn't. God bless.
Psalm 139 1O Jehovah, thou hast searched me, and known me.
2 Thou knowest my downsitting and mine uprising; Thou understandest my thought afar off. 3 Thou searchest out my path and my lying down, And art acquainted with all my ways. 4 For there is not a word in my tongue, But, lo, O Jehovah, thou knowest it altogether. 5 Thou hast beset me behind and before, And laid thy hand upon me. 6 Such knowledge is too wonderful for me; It is high, I cannot attain unto it. 7 Whither shall I go from thy Spirit? Or whither shall I flee from thy presence? 8 If I ascend up into heaven, thou art there: If I make my bed in Sheol, behold, thou art there. 9 If I take the wings of the morning, And dwell in the uttermost parts of the sea; 10 Even there shall thy hand lead me, And thy right hand shall hold me. 11 If I say, Surely the darkness shall overwhelm me, And the light about me shall be night; 12 Even the darkness hideth not from thee, But the night shineth as the day: The darkness and the light are both alike to thee
So does that mean He is in hell while all the unbelievers are frying ? Or does hell(sheol) mean something else ?
He does arrange the results of our thoughts & decisions and those results are to our benefit. Even though the process of some of those results may be less than enjoyable the intended results are to bring our will into harmony with the will of our creator known as "when mercy and truth kiss each other".
It means that God is everywhere! It's possible that God can even be in Hell without being consummed by the evil around Him in Hell.
By reading the scripture, it's not a trick question and some people make it much harder than it really. It means what it says. God is everywhere, and that is why the scripture says that the heavens can't contain Him.

So will He be there when countless millions are frying in torment ?

Why do you ask the same question when all ready answered? What does the scripture say?
If the scriptures says that God is everywhere then God is everwhere.
You need to do a study on the use of Hell and how it is being used in the hebrew and greek bible. Sheol, Geheena, or Tartaroo. You need to determine which word is being used then you will understand Hell and how it is being used.
I would tell you, but you need to do the research for yourself.

You understand what the words mean, then do you understand the words that it is the scripture that you are asking? I answered the question to what you was referring to as of God being everywhere.
Is there anywhere in the bible or scriptures that says that God will be in hell at the same time as those being tormented? The scriptures says that God is everywhere, it does not say part of the time. So, since my answering seem to confuse you more and more.
