I asked and gave the answer, because so many say the wrong thing as to why.
There are "Christians" who say people don't believe and obey because God doesn't enable them to by saving them first.
And I opined that people who aren't Christians live like Jesus wishes us to live. Jesus was criticized a lot for hanging around and being comfortable with people who were known "sinners." That should tell you something. I think Jesus is a lot more inclusive than some are comfortable with.

You asked why don't people believe and obey Jesus? My point is some people live the teachings of Jesus even if they don't call themselves Christians. In the scriptures, Jesus was very comfortable with the so-called publicans and sinners of the day. That seems to be about how people may leave ‘the system’ but unfortunately ‘the system’ hasn’t quite left them and given enough time and opportunity they will collect together and build up the same type of systems themselves
