I looked at the HUD website as Peasant suggested and it will take some digging although I'm not yet sure the info I seek is even on there.

dxdtdemon - I don't know much about the Section 8 topic so maybe you (or someone else) can illuminate me a bit. Do I understand correctly that a Section 8 house comes about because a landlord applies to the Feds to be assigned the ability to take Section 8 vouchers as payment from renters who receive those vouchers? Is there such a thing as a homeowner occupant receiving vouchers to pay their mortgage? Thanks.

I'm no HUD expert by any means but as I understand it, there are at least three "kinds" of HUD contracts, private companies, institutions and government entities.

Private companies: think apartment houses owned by big land corporations (but I doubt that they are all "big"). Institutions: think non-profits like large church groups, e.g., Baptists or Catholics, doing housing, but it also may be any established charity doing housing. Government: Metro Housing Authorities and so forth. The organizations fill out the papers and send them to HUD for part of the market-rate rent for someone.

Vouchers are something else. They're issued to individuals by something like a city. The individual person can take the voucher any place that will accept them including somewhere otherwise under contract. On this basis, someone can probably buy a house anywhere, set it up as a rental and rent it to a low income individual if the area is zoned for rental. And, if the owner wants to apply the payment to his/her mortgage, that's his/her business.

Metro Housing is a large "clump" of subsidy housing someplace, but subsidy housing isn't necessarily in large clumps or "Metro." It can be just one part of one house that has had an apartment cut out of it. That can happen if an area is zoned multi-unit.
